More than any other measure, military conscription in the Union and Confederacy during the Civil War transformed the nature of American citizenship and the relationship between citizens and their national government. By imposing the heaviest civic burden on young African-American men, conscription and military service opened the door to civil rights that were nearly unimaginable to most Americans in 1860.
